Every miner searches continuously. When a block arrives, this model assigns the network’s estimated electricity use since the previous block to that successful block.

An estimate, not a meter. Hashrate is inferred from network activity. Fleet efficiency and facility overhead are assumptions. Block timestamps are approximate.
